Bhutan Launches 3i Diagnostic Tool to Strengthen Public Sector Transformation

Bhutan has taken a significant step forward in advancing public sector transformation with the launch of the 3i Diagnostic Tool. The launch was jointly led by the Royal Civil Service Commission (RCSC) and UNDP, through the Bhutan Innovation Lab.

Developed by UNDP, the 3i Diagnostic Tool supports public institutions to better understand their strengths, identify bottlenecks, and develop practical pathways for improvement. The tool focuses on three interconnected pillars—Inclusion, Integrity, and Innovation. Together, these dimensions are critical for building institutions that are citizen-centered, accountable, adaptive, and future-ready.

The 3i Diagnostic Tool is not designed as a ranking, audit, or compliance mechanism. Instead, it serves as a learning and improvement instrument, enabling institutions to reflect on their systems and practices, and translate evidence into actionable recommendations and a clear, sequenced reform roadmap.

In Bhutan, the pilot phase will be implemented with the Ministry of Infrastructure and Transport, Royal Government of Bhutan and Jigme Dorji Wangchuk National Referral Hospital, generating valuable lessons to inform future scaling across the public sector.

The initiative reflects a strong partnership between the RCSC, UNDP, and the Bhutan Innovation Lab, and contributes to Bhutan’s broader public sector transformation agenda under the 13th Five-Year Plan and the 21st Century Economic Roadmap.

Driving Reform Through Partnership

As countries navigate increasingly complex governance challenges, tools like the 3i Diagnostic offer a structured, evidence-based approach to strengthening public institutions and improving service delivery—turning reform priorities into practical, sustained outcomes for people.
